SSide Yard
Side-yard fences can be up to 6 ft tall and 100% solid — a full privacy fence is allowed.
BBackyard
Rear-yard fences can be up to 8 ft tall and 100% solid. Anything over 7 ft also needs a building permit.

Yes — every fence needs a Zoning Compliance Permit through the Planning & Development Department. Historic-district properties also need Historic District Commission approval.
Setback Requirements
There is no minimum setback — your fence can go right up to the property line as long as it's fully on your side. The city does not locate property lines for you; look for corner markers or hire a surveyor.
Notable Ordinance Provisions
All measurements are taken from the property line, not from the sidewalk or curb. In historic districts, stick to wood picket/alternating board, wrought iron, or brick/stone — vinyl-coated or plastic fencing is not appropriate.
