FFront Yard
Front yards may only be enclosed by split-rail or ranch-type fences with no more than two rails, up to 3 ft tall, set at least 2 ft back from the sidewalk or front lot line, whichever is closer to the house. Privacy fences are not allowed in the front yard.
SSide Yard
A side-yard fence, up to 4 1/2 ft tall, is allowed only on the side of the house with an entry door, or on a corner lot. It can run up to the front line of the house but not past it. On a corner lot, the street-side fence cannot go between the front lot line and the front building line.
BBackyard
Rear-yard fences may be up to 6 ft tall, running from one back corner of the house around the rear yard to the other back corner. If your rear yard is the front yard of the neighboring lot, a rear-yard fence is not allowed there.

Yes. City code requires a permit from the building department for any new fence. The application needs a plot plan or survey, the fence materials and height, and a sketch showing where the posts go. Setback Requirements
The fence must sit entirely on your property unless your neighbor gives written permission. If a privacy fence goes next to an existing chain-link fence that stays, it must be set 2 ft into your property or raised 6 in. above grade so the space between can be maintained (the city prefers the chain link be removed first). No fence may run along a side lot line next to a neighbor's driveway unless the owners of each adjacent lot file signed, notarized approval with the Building Division.
